Citizenship laws are beginning to change in Europe as some of the less affluent southern countries attract investor immigrants. Hungary, Greece, Cyprus, Malta are all examples of where countries are making citizenship easier for applicants prepared to invest in the country usually in Real Estate or government debt. But this is causing tension as some countries have been accused of selling EU citizenship.

The citizenship by investment programs aim to make an economic contribution to the country. High net worth professionals earn their way through EU citizenship by making investments or donations. The capitalist interests of the multinationals can be channeled to more egalitarian outcomes by the institutions.
